Nile Basin Countries Urged to Implement Cooperative Framework Agreement for Sustainable Water Management

Juba: The Nile Basin countries are being urged to effectively implement the Cooperative Framework Agreement (CFA) to address shared challenges and benefit their populations, according to statements made by Assistant Professor Ter Majok of the Peace and Security Studies Institute at Juba University.

According to Ethiopian News Agency, Majok highlighted that the CFA, which officially came into force on October 13, 2024, provides a critical framework for the Nile Basin countries to collaborate and manage shared water resources sustainably. Implementing the CFA could help these nations confront increasing water challenges and ensure the well-being of their citizens.

Majok articulated concerns over the region’s growing population and deforestation, which could lead to reduced rainfall and increased reliance on Nile waters for food security. He stressed the importance of the CFA as a legal framework guiding each country on utilizing water resources within their territorial limits, urging cooperation among Nile Ba
sin nations to maximize the river’s benefits for their people.

He emphasized that the CFA, ratified by all member states including South Sudan as the latest signatory, is legally binding. Majok pointed out that countries have invested significant time, resources, and expertise in developing the agreement, and it is now imperative to move forward with implementation. The agreement grants each member state rights to manage waters within their territories while promoting cooperation and understanding of mutual interests.

Majok also noted that the legally binding nature of the CFA allows for legal recourse through courts or the African Union in cases of treaty misunderstandings. He advocated for dialogue and negotiation to resolve any disputes that may arise, emphasizing the importance of cooperation and adhering to the CFA’s principles.
