Ethiopia Secures Role in UNHCR Leadership Structure
GENEVA: Ethiopia has achieved a significant diplomatic milestone with the election of Ambassador Tsegab Kebebew as the Second Vice-Chairperson of the Executive Committee Bureau of the United Nations High Commissioner for Refugees (UNHCR). This appointment, which took place on October 18, 2024, marks Ethiopia’s growing influence within international humanitarian governance.
According to Ethiopian News Agency, Ambassador Tsegab’s nomination was put forward by Ambassador Aimé Clovis Guillond, the Permanent Representative of the Republic of Congo, representing the Africa group. The nomination was supported by Ambassador Paul Bekkers, the Permanent Representative of the Kingdom of the Netherlands, and was unanimously endorsed by acclamation by the Executive Committee.
Ambassador Tsegab’s appointment was bolstered by his extensive experience in multilateral settings, including his roles as the Chair of the UNDRR Support Group and as the Coordinator of the Africa Ambassadors Group on health issues in Geneva. These
experiences have positioned him as a qualified leader within the UNHCR Executive Committee, which plays a crucial role in shaping international refugee policy and protection.
The Executive Committee Bureau, which consists of a Chairperson, two Vice-Chairpersons, and a Rapporteur, represents the four regional groups of the United Nations. Bureau members serve a three-year term, with Vice-Chairpersons ascending to the Chairperson role in their final year, as stated by the Foreign Affairs Ministry.
The Executive Committee of the High Commissioner’s Programme convenes annually in Geneva, where it evaluates and approves the UNHCR’s programs and budget. The committee also offers guidance on international protection issues and engages in discussions with both governmental and non-governmental partners.
